When resizing IDE - where the cursor points to is not exactly where the pivot point for the sizing action takes place.
Refer to attached screenshots (greatly magnified) - note that the green cursor cross-lines are 3 pixels thick and that windows screenshot does not show the actual cursor. The cursor was located so that both horizontal and vertical sizing is simultaneous.
