Title: Help! 19.6 MB > 20000 KB ???

I've reduced the size of my archive to 19.6 MB, and yet it still gets rejected as too large.  Just how small must I make it?19.6 × 1024 = 20070.4 .... is that the problem?  So I should aim for 19.53125 MB or smaller?

It may not be file size, but instead be upload speeds.  I've got a slow upload speed with my internet provider, and anything much larger than 2MB will time out before it finishes.  My only choices with large archives are either to upload in sections, or to upload to Dropbox/iCloud/OneDrive/ect and then share a link from there.
