Am I to understand that the new version of setup_win is unnecessary ?.

While I am not an official QB64 team member, my assumption is no.  Setup_win.bat was used to build QB64 when you downloaded it from the Github repository.  If this new format is here to stay, my guess is that manual build will not be done anymore.
